It is very interesting why postal clerk consider insufficient postage and mark it properly, from what I found on Polish Post internet site the cost for an economy sending postcard is 5 zloty , and my card is stamped with 5,05 zloty. Those insufficient postage marks are for sure a subject of a reconciliation...




While the problem of what to do about letters not paying the full correct fee had existed since the creation of regular postal systems, it was greatly heightened by the advent of postage stamps, since customers were now making their own decisions about the right amount to pay, without the assistance of a presumably knowledgeable postal clerk.
While at various times some countries have simply adopted the expedient of returning the letter to the sender, many others have taken the approach of delivering the letter and collecting the fee from the recipient. Initially the process was handled by a clerk writing something like "Due 3 cents" on the cover, but this was subject to abuse by mail carriers, who might write it on themselves and pocket the difference.
The problem of underpaid foreign mail was one of the issues addressed by the 1874 establishment of the Universal Postal Union. The U.P.U. arrived at the decision that mail with insufficient postage should be marked with a "T" and from April 1, 1879 the amount missing would also be indicated in black. Later more countries started to use hand stamps to indicate the amount due. Later the combination of hand-stamps with both the "T" and the amount missing came into use. From October 1, 1907 the rules were changed. The amount due would be charged instead of the amount missing would be indicated. The amount charged was usually double the amount that was missing. We want to be a group of active members only, we want to be a rather small group regarding the number of members but a big one regarding the number of countries our members are from and send from respectively.
We are NO swap group and have special sending modus which makes sure that everybody gets card!

The post in Romanian provinces is known since the Middle Ages. It was created from the need to spread the sovereigns’ orders up to the limits of the territory they owned. Sovereigns’ couriers used horses, dutifully given to them by the inhabitants of the transited villages and towns.
The first document attesting the existence of postal services in Romanian-speaking lands was "The Charter" issued by Sovereign Mircea the Elder, in 1399, at Giurgiu. By this, localities were required to provide the royal couriers with transportation means, horses and two wheels carts, named remount.
At the beginning, the post was mainly based on the transportation of travellers and official mail of the high seniors and sovereigns.After 1850, in the administrative cities, the urban postal stations were converted into post offices. At that time, there were 30 postal routes, with postal stations, having Craiova as joint centre. In 1852, the mail service for private individuals was organized, under the supervision of the Ministry of Finances.
On July 23, 1862, the 527 Decree was issued regarding the unification of the postal administrations of Moldavia and Wallachia, starting with August 1, 1862. Following the unification, the general directorate management is entrusted to Panait Sevescu, who was had been also managing Muntenia branch since December 1860.
During the years, Poșta Română has developed an active policy meant to strengthen the co-operation and the partnerships at different levels.
In 2004, Romania organised the 23rd UPU Congress, an event that set the policy and strategy for the international postal activity in a time of rapid change of the global postal business.
Poșta Română is a founding member of the Universal Postal Union since its foundation in 1874. In 2004, Poșta Română was the host and organiser of the UPU's 23rd Universal Postal Congress, which was held in Bucharest.
Between 2004 and 2008, Romania held the chairmanship of UPU Council of Administration contributing in this way to the decision-making process regarding the future of the postal services.
Poșta Română is also a founding member of PostEurop (The Association of the European Public Postal Operators) in 1993 and it was actively involved its activities by participating to several European projects, by contributing to the work of various Posteurop Committees and working groups and by facilitating the organization of two PostEurop Plenary Assemblies in Bucharest in 1996 and 2004. France La Poste Mailbox

La Poste is a postal service company in France, operating in Metropolitan France as well as in the five French overseas departments and the overseas collectivity of Saint Pierre and Miquelon. Because of bilateral agreements, La Poste also has the responsibility of mail services in Monaco through La Poste Monaco and in Andorra alongside the Spanish company Correos.

The company was created in 1991 following the split of the French PTT, a government department responsible for mail, telegraph and telephone services in France. The PTT, founded in 1879, were then divided between La Poste, which became responsible for postal service, and France Télécom (nowadays Orange) for the telecommunication services. France Télécom was immediately privatised but La Poste has remained a public company. However, because of EU directives requiring member states to introduce competition in their postal service, the French government allowed private postal service companies in 2005 and transformed La Poste into a public-owned company limited by shares in 2010.
